Some builders and contractors will know all about the golden thread of information and will have begun the process of gathering, storing, and maintaining key information about a building’s life cycle in the past year.

The Golden Thread Explained

The UK government defines the golden thread as “both the information that allows you to understand a building and the steps needed to keep both the building and people safe, now and in the future”.

Following the Grenfell fire in June 2017, in which 72 people tragically lost their lives, Dame Judith Hackitt led an independent review of applicable building regulations and fire safety. The report – Building a Safer Future – recommended a golden thread of high-quality information for building design, construction, and management.

The golden thread of information, now has many parameters, including:

  • Being held by the nominated accountable person/s.
  • Holding information that shows that the building was compliant with building regulations during construction and provides evidence of meeting the requirements of the new building control route throughout the design, construction, and refurbishment.
  • The accountable person must also identify, understand, and manage building safety risks to ensure fire and structural safety during the building’s life cycle.
  • Review and manage all ll information stored within the golden thread regularly to ensure the information retained achieves these purposes.
  • Covers both the information and documents as well as the information management processes used to support building safety.
  • Storing the golden thread of information digitally and ensuring it is simple to access.
  • The golden thread management approach will apply through design, construction, occupation, refurbishment, and the ongoing management of buildings – to support changes in the regime that promote a widespread culture of building safety.
  • Ensuring building safety remains imperative, so structural and fire safety and the safety of occupants in or near the building, such as emergency responders are maintained.
  • Sharing the golden thread with any individuals, such as building managers, architects, and contractors, who need access to update progress and information throughout a building’s lifecycle. This includes other relevant individuals, including emergency responders and residents.

Who is Responsible for Maintaining the Golden Thread?

During the design and construction process of a building, the accountable persons are the client, the Principal Contractor and the Principal Designer.

After construction is finished and the property is occupied, the accountable person is responsible. This could be an individual, a partnership or a corporate body.

When does the Golden Thread Start?

The golden thread must be created before any construction begins, and the information must be kept up-to-date throughout the design and construction process.

Once the building work is complete, the golden thread must be handed over to the accountable persons, who are responsible for managing and maintaining the occupied building.

Ensuring good golden thread principles requires excellent management from all involved. This involves several steps:

All information must be stored digitally

To ensure excellent building safety, and to abide by the latest building regulations, all golden thread information must be stored digitally.

It should also be stored in a way which is easy for individuals to access.

Making access easy for accountable persons ensures a smooth and efficient design and construction process for those working in the construction industry to follow.

All information must be secure

It’s also essential that all information is secure and complies with current GDPR legislation, with protocols in place to protect personal information as well as control access to the golden thread. This helps maintain security for the building and any residents.

The information will be a building’s single source of truth

With all relevant information stored in one place digitally, duplication can be avoided. This helps to create a single source of truth for the building, ensuring all fire safety aspects are clear and helps to avoid a possible structural collapse in the future.

All changes made on the golden thread should be recorded with a reason for the change, an evaluation, and a date it’s made.

It will be available to individuals who need the information to complete the job safely

While the storing and security of the golden thread of information is important, it’s also essential that individuals who need access have it readily available whenever they need it.

All information must be formatted in a way that makes it easy to use and access during the entire lifetime of a building. The building should be around for a lot longer than the people involved in the design and construction phase are, so all information must be easy to understand and access.

It must also be available whenever the person needs the information. Any delay can cause issues so relevant individuals must be able to find the right information at the right time.

The information will be presented in a way the person can use

As well as the information being readily available, it must also be presented in a way that the person trying to access it can use.

The golden thread is there to provide clear and correct information for people working in the construction industry. To do this, the accountable persons must use standard methods and consistent terminology so there is no confusion over the information.

So, it’s clear that the golden thread is an essential aspect of the entire process of designing and constructing a building – and ensuring building safety for many years after completion.

At InSite in 2023, Colin Blatchford-Brown from the Building Safety Regulator, spoke passionately about the golden thread. He said: “It’s important to understand, from the design and construction stage, that this is all part of the building regulations. It’s not just fire and structural; it’s everything.

“There is no one-size-fits-all and there certainly won’t be a template for it – it’s not something we are going to keep for you. It’s not about keeping everything; it’s keeping the information that you think might be useful to someone at some point.”

The golden thread, at its core, boils down to the right people having the right information at the right time to ensure the design and construction process – any beyond – runs as smoothly as possible.
